The Highland Compact

The Highland Compact is a written agreement which defines and manages the relationship between public sector organisations and the Third Sector (including voluntary and community organisations, charities, social enterprises, cooperatives and mutuals) setting out how they will work together.

It sets our shared principles, values and is designed to clearly state what each party can expect from each other. It is a shared commitment to build mutual trust and confidence and an appreciation of the roles and contributions of public and Third Sector bodies towards the enhancement of the Scottish Highlands.

The process for developing The Highland Compact began through a pan Highland conference in March 2024.

Five regional events were held between November 2024 and February 2024 and were an opportunity to consult with the Third Sector on the design and expectations of the Compact.

The development of the Highland Compact was taken forward by a working group comprising of representatives of The Third Sector, Highland and Islands Enterprise, NHS Highland and The Highland Council and was launched at a pan Highland seminar on the 23rd November 2024.

An initial action plan to support the Compact has been developed and is available below.
